    Plenary 1: Bridging policy gaps: Tax policy as a catalyst for development

    To open the 2025 Summit program, Joubert Botha, Head of Tax & Legal, KPMG South Africa, will extend a warm welcome to delegates in Johannesburg and provide opening remarks.

    Following this, Adewale Ajayi, Africa Head of Tax and Preshnee Govender, KPMG’s Africa Tax Coordinator, will provide an outline of what to expect over the course of the Summit and how the sessions delivered aim to connect the dots across policy, technology and collaboration. They will be joined by Søren Dalby, EMA Head of Tax & Legal, who will offer a broader perspective on how these themes are playing out across the region.

    David Linke, Global Head of Tax & Legal, will shed light on the challenges Chief Tax Officers are navigating and what they mean for the future of tax leadership in a rapidly evolving global landscape.

    The key theme of the opening plenary session will be tax policy as a catalyst for development. The discussion will explore how tax leaders can leverage opportunities amid the complexities of an ever-changing tax landscape in Africa and the US tariffs to propel their organizations forward and will be delivered in two segments.

    Harmonizing across borders

    In this keynote address, delegates will gain insight into the efforts underway to align tax policies across African nations. The speaker will explore how greater harmonization supports the goals of the African Continental Free Trade Area (AfCFTA) Agreement helping to unlock the cross-border trade and drive economic integration across the continent.

    Implementing Pillar Two

    Addressing Base Erosion and Profit Shifting (BEPS) remains central to fostering fair and transparent tax systems. The implementation of BEPS 2.0 measures, including the global minimum tax, is critical for protecting Africa’s tax base while creating a level playing field for cross-border investments.

    Plenary 3: Technology: The glue for efficient tax administration and compliance

    The session will commence with a brief overview of EMA trends in technology. Furthermore, the plenary session will explore three important themes from a Tax Technology and Transformation perspective. Firstly, what will 2030 look like? African tax authorities and taxpayers are increasingly embracing technology to modernise tax systems. At the hand of our latest benchmarking results, presenters will explore what tax leaders expect by 2030, also providing their own unique perspectives. The use of data analytics and artificial intelligence (AI) are revolutionising the way tax authorities identify tax evasion and improve compliance. In the next segment the panel will unpack areas ripe for transformation, including examples of how Gen AI is being used in tax functions and how tax operating models will need to evolve to rise to the challenge. Finally, the presenters will share practical recommendations on how to get the journey started.
